The Greater Norwich Local Plan review and Call for Sites presents a significant opportunity.

The Greater Norwich authorities—Broadland District Council, Norwich City Council, and South Norfolk Council, working alongside Norfolk County Council—are preparing to review the Greater Norwich Local Plan (GNLP), adopted in March 2024. This review responds to national planning reform, the government's revised methodology for calculating housing need, and the introduction of a new plan-making system that fundamentally changes how local plans are prepared.


The review will establish the development strategy for the area, addressing future housing and employment needs while identifying suitable locations for growth. It will determine the quantum of new development required and allocate sites to meet these requirements.

As part of the early preparation stage, the Greater Norwich authorities have launched a Call for Sites. Landowners, developers, and other stakeholders are invited to submit sites that may be suitable for housing, employment, or other development uses. The authorities will assess all submissions to identify those most appropriate for allocation in the reviewed local plan, which will subsequently form the basis for public consultation.


The Call for Sites runs from 9th February 2026 to 23rd March 2026.


This is an evidence-gathering exercise rather than a formal consultation. The authorities have indicated the Call for Sites may reopen later in the year, but early submission is strongly recommended to ensure your site receives full consideration as the plan develops.
