Simon first qualified in 1982, beginning his career in local government planning before moving into consultancy and rising to a senior level. In 1997, he established Wheatman Planning to deliver the kind of focused, relationship-driven service that larger practices struggle to offer.

For nearly 30 years, that commitment has attracted - and retained - clients across residential development, tourism and commercial sectors throughout the East of England and beyond.

Simon has acted as moderator and speaker at various industry conferences, contributed to local BBC radio on planning matters, and co-founded the RTPI's East of England Planning Aid Service in the late 1980s.​

Whilst the Practice focuses exclusively on planning advice, we've built a trusted network of specialist consultants - including archaeologists, ecologists, sustainability experts, and highway engineers - whom we engage for more complex projects.​
As we move into 2026, we have residential schemes in progress with a combined Gross Development Value of £120 million.
